Support executing missed tasks

Ex: I do a payment every hour. I shutdown the many-cron service for 3 hours. I want to be able to perform the 3 missing payments when I restart many-cron.

tokio-cron-scheduler v0.6-beta adds support for persistent storage. This will be useful for this task.
