Package missing from Package Manager

Is there a reason why this package is missing from the Package Manager?
Installing it manually haven't work for me :-(.

This Project is old, I haven't check whether it works with ST 3, so this might be the reason.

Feel free to fork it and publish it on Package manager (there is no reason it isn't there other than me being lazy)
