Support replay of L2 blocks with different fee configurations

lambdaclass/ethrex#4536 introduces different fee configuration options. We should be able to replay blocks that were built using a non-standard configuration.
Commit ddb9a95 will be useful.

I can implement this. My plan is to:

1. Add a --fee-vault-address CLI flag to the L2 commands.
2. Add a corresponding fee_vault_address field to the L2Fields struct.
3. Pass the value from the CLI flag through the Cache object to the ProgramInput.

This follows the existing pattern for L2 configuration. Let me know if this is the right direction, and I'll open a PR.
