As far as I can tell, the only real stumbling block is the version number, as ICE changes it to 314xxx (where xxx doesn't matter for plugin support). The tutorial for adapting plugins also suggests including a specific check for ICE and to ensure that any data the plugin needs from nativePC is instead directed to ntpc when ICE is in use, or something like that.
I'd make a dirty simple version ID edit myself, but as I'm on Linux I'm unsure how to compile a DLL, so it'd be very helpful to have a compiled binary from you for ICE.
