Goal

Support HorizontalPodAutoscaler for LogicFlowRuntime

Phase: 4 (Months 4-5)

Scope

1. HPA Generation

• Create HPA when autoscaling enabled
• Configure min/max replicas
• Configure target CPU utilization
• Link to Deployment

2. Lease Management

• Dynamically adjust lease count
• Leader election for lease manager
• Create/delete leases as scaling happens

3. Status Tracking

• Report current/desired replicas
• Report autoscaling status

Deliverables

• HPA generation logic
• Lease dynamic management
• Leader election
• E2E test: scale up/down
