Add an empty state when filters return no projects

Context

When a user applies filters that return no queue projects, the UI should explain what happened and how to recover.

Scope

Add a friendly empty state below the filter/search area.

Acceptance criteria

• Empty state appears only when filtering/searching returns zero results.
• Includes one clear reset action or suggestion.
• Works on mobile and desktop.
