Create datex4j-profile-afir with generic and German 01-00-00 rules

Goal

Make AFIR the reference end-to-end conformance vertical for datex4j.

Scope

• Create the datex4j-profile-afir module.
• Implement reusable generic AFIR rules.
• Implement the German profile revision 01-00-00.
• Validate mandatory fields, static and dynamic consistency, and data freshness.
• Version rule sets and diagnostic codes explicitly.

Acceptance criteria

• Generic AFIR validation is available as a ConformanceProfile.
• German 01-00-00 validation is selectable independently.
• Mandatory, consistency, and freshness rules have positive and negative tests.
• Diagnostics have stable codes, severity, and business paths.
• Supported profile revisions and known gaps are documented.

Dependencies
