Provision workflow level input files when executor starts

As part of the initiation process, an executor should check whether workflow level input files have been provisioned, provision them if not

Put this one on hold, we need an explicit way to declare what's workflow level input files. Maybe the definition should be on Queue entity (instead of Workflow entity)
