Runtime: enhanced support for runtime UI

While UIComponents has been designed with editor UI as a priority, development on runtime-centric features should be started soon. Here are some ideas (list will be updated soon):

• Add event interface for NavigationMoveEvent
• UIDocument or MonoBehaviour subclass for UIComponents
• Document all new features

All of the items are for Unity 2021 and above.
