Communicate distinction between PHP CLI config and web config

Because PHP supports two separate configurations, one for CLI and one for web, it'd be helpful to have a note in the README that using a CLI command to verify installed extensions may not be 100% accurate.

Just to add to this: in case of CloudLinux and cPanel, web and CLI versions and configurations of PHP will be identical.
