Use anchor elements instead of span for mine links

When you click a mine name it will open the mine in a separate tab using JS. It would be better to use anchors with `target="_blank"` instead (if possible) so you have more flexbility and accessibility to opening mines (I particularly like to be able to open a bunch of them in background tabs, which can't be done right now).
