Is there a reason why the repo has not been updated to the latest version of bootstrap?

This is not a very constructive issue as-is, which may be why it was ignored. I encourage you to update this issue's title and comment to be more descriptive of what needs to occur, such as "Bootstrap should be updated to latest version, 3.3.1".

You are also welcome to update it yourself and submit a pull request.
