run CI tests on ocp4

test setup currently uses oc cluster up based on ocp3.11, which explains, why the tests currently fail.

This issue was written to track progress on CI moving to OCP4. The script itself is just a vehicle for that. I apologize for not making this clear. The intent was indeed mentioned on #105

I filed #106 to investigate if we can move travis ocp setup to ocp4.

@mrunge ok cool thanks. Looks like part of this issue could be resolved by making sure our smoketests run against OCP4 (recently broken in PR for ECK migration). The other half of this (to close it) would be some sort of CI setup that ran against changes to our various repositories.
