I have tried reproducing this issue in Chrome and it could not be reproduced there
I have tried reproducing this issue in ungoogled-chromium and it could not be reproduced there
I have tried reproducing this issue in Helium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there
Description
When I try to hover to bring the floating tab sidebar on it opens and closes and opens (glitches).
How to Reproduce?
Keep hovering just at the edge of the browser when zen mode is enabled with vertical layout.
Actual behavior
It worked fine without glitching when the tab bar wasn't floating and was attached to the edge in previous helium versions.

Expected behavior
To not glitch when hovering at the exact edge.
Additional context
This isn't much of a problem on floating windows but when it maximized on my WM with gaps, it hits the exact spot to make it glitch.
