[Bug]: New window doesn't open on active monitor

Have you tested that this is not an upstream issue or an issue with your configuration?

• I have tried reproducing this issue in Chrome and it could not be reproduced there
• I have tried reproducing this issue in ungoogled-chromium and it could not be reproduced there
• I have tried reproducing this issue in Helium with a new and empty profile using --user-data-dir command line argument and it could not be reproduced there

Description

When opening a new helium window, it doesn't open on active monitor.

How to Reproduce?

1. Open a helium window on the second monitor.
2. Open a new window from the second monitor or drag and drop a tab on the second monitor.
3. The window is opening on the first monitor.

Actual behavior

When opening a new window from a window that is on a non-primary monitor, it opens on the primary monitor.

Expected behavior

New windows should open on the targeted monitor when d&d a tab or opening a new window on assigned monitor.
