The bounty requires a concrete falsification challenge with all four elements: observed agent action, expected boundary, runtime context, and one artifact (log excerpt, trace id, receipt, screenshot, or public link). PR #9 contains none of these — it is an HTML page committed as fix.py and does not engage the substack_notes allocation hypothesis.
