New version released as vscode-phpcs #211

I have forked and updated the extension to work with PHPCS v4, and added new functionality such as phpcbf integration to run fixes directly within vscode. I have added a number of tests and quality checks, other than updated the tooling (Node 20 instead of Node 8, newer vscode APIs, etc.).

The new version is published as https://marketplace.visualstudio.com/items?itemName=johnrdorazio.vscode-phpcs, the fork is at https://github.com/JohnRDOrazio/vscode-phpcs. I could not publish under the same name phpcs since the shevaua.phpcs version uses the same name, and is not deprecated. In order to point users to the newer version, I need confirmation that you are willing to deprecate https://marketplace.visualstudio.com/items?itemName=ikappas.phpcs in favor of https://marketplace.visualstudio.com/items?itemName=johnrdorazio.vscode-phpcs.

Likewise for the OpenVSX registry, I need confirmation that you are willing to deprecate https://open-vsx.org/extension/ikappas/phpcs in favour of https://open-vsx.org/extension/johnrdorazio/phpcs. It seems that https://open-vsx.org/extension/ikappas/phpcs is already deprecated on this registry, but not in favour of any newer extensions.

The OpenVSX team and the VSCode marketplace team are both asking me for confirmation that you are willing to deprecate in favour of the newer version.
