Unexpected token D in JSON at position 1

I realize that this error has been reported before.  However, there hasn't been any clear details on how to resolve it.  Our phpcs.xml doesn't have any syntax errors.

How can this be debugged, and can the error reporting be improved so the offending code can be resolved?  I'm wondering if the issue lies in a vendor package.
