Detailed Description

API task for icgc-argo/rdpc-ui#14, in order to show a list of all RDPC programs on the portal, gateway api needs to filter programs by processing region.

Changes are needed to program service to track RDPCs and to map programs to each data center. API can't be updated until those changes are in place. I will assign this ticket to myself so I can update with necessary specs.
