UI Dialog box for confirmation of remove layer or delete project tool

We plan to introduce a mandatory confirmation step for all deletion actions in QGIS. By requiring users to manually confirm the removal of a project or layer, we provide an essential safeguard against unintentional data loss.

GeoAgent is supporting the confirmation Dialog Box. We can implement this in as many places as we want. Below is the example case for remove layer.
