Updated page notification always uses original author as updater

What steps will reproduce the problem?

1. User A creates a page
2. User B mentions User C on that page

What is the expected result?

User C receives a notification/email that User B (the author who actually mentioned them) mentioned them on a page

What do you get instead?

User C receives a notification/email that User A (original author) mentioned them on a page
