Possibility to remove warnings

As administrator I get a warning, because I have not configured push notifications. I refuse to use firebase. So the warning stays permanently. I'd like to have the option to remove it from overview.

@luke- What do you think about this idea:

Once clicked on "Dismiss", we save in the DB that we shouldn't display this warning for this admin user anymore.
I wouldn't display the x button only, because here we never display the warning anymore.

On Wordpress, some plugin show "Dismiss (for 12 months)", which could be an idea too, but adds complexity.

I can also add an option in the Push Notifications module configuration, not to show the warning (will apply to all admin users).
But this config page is beginning to be quite big.

Basically, I would prefer a Dismiss feature in the core, which makes the Dismiss feature optionally available for all sidebar elements. This is probably also the more complex solution.

But we can plan this for the future (after v.18 release) and leave the issue open until then.
