ENH - Files Mobile View Decluttering

As shown in the mockup, we should hide the columns "Updated" and "Comments/Likes" from the mobile view, as they cover the file title, which should be the most prominent one. Additionally, in some translations for the "New Directory" and "Upload File" buttons, the translations are long, which will break the layout and cause the buttons to end up one beneath the other. Thus, in mobile view, we need to remove the labels and leave only the icons.

I'm migrating PR #246 into bs5 branch, but I have 3 issues on master:

1/ Missing dropdown icon

Mockup:

But that's OK for bs5.

2/ Extra space at the right of the icon

Because of that:

3/ "Action" column visible on hovering only

With screen width 420px or more:

When hovering with the mouse (not possible with mobile):

With screen width 417px of less, it's OK:

But the Creator column is hidden (it's present on the mockup)
