This fix has been made in 1.6.0. and just needs to be rolled out and tested once the app/update has been changed to target API 31. Once the 1.6.0 apk is rolled out and tested, if needed, do any additional work needed to fix the issue that some users were having when attempting to submit observations out of service (caused by permissions).

Here is a description of the issue reported by users in case it is useful for future reference: When users submit observations out of service, the app indicates that the observation is saved locally and will be uploaded as soon as the user has service. However, the app does not actually upload the observation when the user is back in service. One user went through their settings and noticed that when the app is installed, it defaults to NOT allow storage. On Android the user was able to long-hold on the app icon, choose ‘App Info’, scroll down to permissions (1st screen shot) and turn them all on. Note that storage was the only permission that didn’t turn on when the user installed the app, and there is nowhere in the app itself to turn on storage). After that the user was able to save a local observation earlier when offline.
