Feat: Custom Cursor Option

Platforms: ECWOC, OSGC, SWOC
Theme: Any
Description / Motivation:
It would be great to have an option to use a custom cursor across the platform. This could enhance user experience and make interactions more fun or visually appealing.
Expected Behavior:
Users can select a new cursor style from settings.
Cursor changes consistently across pages.
Additional Notes :
Could include animated cursors or theme-based cursors.
Should not affect platform performance.
