Feature Request - default file protection to be sysop only by default

Environment

• MediaWiki | 1.31.1 (a4c8065)
• PHP | 7.1.32 (apache2handler)
• MariaDB | 5.5.64-MariaDB
• ICU | 50.1.2
• Elasticsearch | 5.6.16
• ViewProtect | 0.1.0 (5626852) 18:57, 31 January 2019
• all per MEZA | 31.8.2

verifications:

• no errors on install
• special:version shows viewprotect
• user is admin
• admin group has viewprotectmanage right

current behavior:

• currently all files are unprotected by default and must be manually protected

desired behavior:

• all files are automatically protected by default in the "viewprotectadmin" group. such that a "viewprotectadmin" user must manually change the protection group to allow viewing by others if desired.
