FEATURE: menu colors and arrows

For menu colors it'd be nice to have an acp module. rename the current one "menu", then have "settings" for changing the menu colors for the menus. Also, would be nice for menu's that don't have submenus to not have the arrow. Whether automatically or by check mark on the menu creation page.

Here's an example of what it looks like in our test environment:
nextgen's version of revolution:

on prosilver:

our in-house update of revolution(didn't know about nextgen's at the time)

For some reason it grabs the submenu background color from prosilver. Which is why it'd be convienent to be able to set it in the acp. It would be nice to have these:
menubar color
submenubar color
submenubar drop down menu color
