Add a limit on how long you can wait after your ticket is resolved to re-open it #203

Ticket authors shouldn't be able to re-open their own ticket if it's been a while since it was resolved.

This is because if it's been a while, there's a 99% chance that they want a follow-up question (which should be a new thread), and not because the ticket was resolved prematurely. (This distinction is important for statistics and stuff.)

As a threshold, I'm thinking 3 days? Most people will notice within 3 days that their ticket has been resolved, and if someone's coming back after 4 days, it's probably a new question.
