The to-json compiler is finicky w/r/t ensuring keys are symbols and not strings.

We're converting to preferring strings everywhere in Lakeroad, but the JSON compiler library needs symbols as keys. The logic for converting things to symbols is scattered throughout our to-json compiler files.
