Investigate options to have simple and robust CI release process

I researched release-plz in #58. However, I found that it is not possible to use it with unpublished crates such as this application. We can't publish it due to an unpublished framework-lib dependency. See #31

@grouzen There has been some movement in release-plz regarding using it with unpublished crates.
The release-plz/release-plz#2512 added that feature using git tags. It was later iterated upon with release-plz/release-plz#2603 and release-plz/release-plz#2645.

I haven't tested it, but maybe you can try it out? 😉
