This revision directly addresses the previous rejection feedback. Copilot-swarm no longer ships or registers a custom dispatcher or MCP server. Delegation uses Copilot CLI's native model-callable task tool, /fleet parallel mode, and /tasks oversight/cancellation surfaces.
The plugin's differentiated scope is the verification and governance layer around those native capabilities: durable goal state, machine-generated verify and artifact receipts, tracked-workspace freshness checks, root-agent completion continuation, explicit plan/execute/review gates, and independent verification. Free-text evidence cannot pass a criterion, and the plugin does not claim to provide its own scheduler.
Validation on GitHub Copilot CLI 1.0.70:
- 178 tests passed.
- Scanner passed across tracked, packable, and tarball surfaces.
- The 46-file package payload contains no custom MCP dispatcher or local evidence state.
- An isolated install loaded copilot-swarm v0.1.2 with five skills; v0.1.3 adds
only the validated reference-link fix required by the intake quality gate.
- An isolated task-only session completed one native
task subagent call with no custom MCP server loaded.
- Every bundled skill reference is reachable from its
SKILL.md through a
Markdown link, including csw-plan/references/full-workflow.md.
