Limiting the ruptures is breaking preclassical for BCHydro

The limit introduced in #11502 means I cannot run the BCHydro model anymore in a classical calculation.

NB: I'm running with a rupture mesh spacing of 1km which is required to replicate the BCHydro results.

I have for now circumvented by manually increasing the hardcoded limit of 27,000. Perhaps this limit could become overwritable in the openquake.cfg configle file and 27,000 is the default?

This is actually a feature. A SimpleFaultSource with 131,868 ruptures will likely send out of memory most machines and it will be impossible to compute the hazard. Now you know immediately that you have to increase the rupture_mesh_spacing or split the rupture in some way.

Ok thanks @micheles, I will see if reducing the mesh spacing slightly can still provide overall acceptable results
