The binlike file was removed from gammapy-data here #73 and adjusted accordingly in gammapy/gammapy#5937
This was chosen as the stored values can be confusing.
It might be useful to add a new test file which is in the correct format, as it is used by fermipy. But this should have compatibility with gammapy structures.
