Adding official server feature of fixing JP v1 overleveled technique levels #773

Is your feature request related to a problem? Please describe.
In JP v1, it is possible using technique units to get technique levels past lv15 permanently, this causes the techniques to use the wrong or invalid particle effects, potentially crashing the game. Official servers implemented a feature where the technique levels on your character would reset back down to lv15 upon connecting.

Describe the solution you'd like
Either a server command or server config that would automatically replicate the official server behaviour of resetting techs above lv16 to lv15 (seperate from the $edit command, not requiring cheat mode enabled), there's not much info about the original behaviour so i don't know how negative tech levels behaved, but it should also reset negative levels back to 15.

To reproduce this glitch, you need:

  1. Any technique unit equipped on the save file (so when loading in they're already equipped)
  2. Start a new game offline with that character
  3. After loading in, quit the game without using the menu (power off/ABXY+Start soft reset)
  4. Reloading the character and taking off the unit(s) will let you see that the character now has their technique levels permanently raised by however much the unit(s) boosted it by

An alternate method of fixing the character is also by repeating the glitch over and over until the technique levels overflow back to proper values (lv1->lv127->lv-127->lv1), though this wouldn't work if the technique levels weren't already in sync. Or when the technique levels are negative, its possible to use a technique disk to learn a normal level technique over a negative level one. This glitch also works with other units, though technique units are the only ones that are game breaking. Additionally converting char to v2 would also fix the levels.
