package uninstall should accept a Package2Id, not only a SubscriberPackageVersionId

WHen I'm uninstalling a package, I don't "care" what the version or subscriber package version is - I just want the package uninstalled. I can't have an org with multiple versions of the same package installed, so there is a 1:1 of installed package to installed package version.

Please allow the sf uninstall package command to accept a Package2Id (0Ho) or a SubscriberPackageVersionId (04t).
