In general, people are presented with crossings that they have not already voted on, ordered by the amount of existing votes of the remaining crossings (ASC)
We could think of a way to re-submit for voting those crossings that have a high number of "dont know" votes, or ties for example. Or put them up for further scrutiny in another way.
