Display the actual question on the voting screen

People might be confused what they are voting for:

• are there parkings within a 5m radius of a crossing (NOT the question as it is asked right now)
• are the crossings compliant with article 166 of the code de la route, are there NO parkings within a 5m radius? (question as IT IS asked right now)

We should display the question above the voting buttons at all times to avoid confusion.
