obr submit --template deletes files in templates directory and is not optional

If the scheduler templates reside in the main signac/obr directory in a "templates" subdirectory (like it is expacted in standard signac) they get deleted when obr submit is executed. If a path to the script outside the main case ist given it works.
Additonally the --template argument is not optional as it should.
