Scope

Intrinsic gas rework for EIP-2780/EIP-8037, a pre-access check for EIP-8038/EIP-7928, and final EIP-8282 contract constants & disable switch.

Repricing numbers (EIP-8038, EIP-2780) are treated as stable for devnet-7 but a final confirmation is pending.

New mined EIP-8282 address is 0x00006AE84ed173D4394de5E28F9ED56b28008282.

• hive-tests updated to run the new fixtures: chore(hive): point workflows at glamsterdam-devnet-7 ethpandaops/hive-tests#65
• hive-ui discovery updated to the latest glamsterdam-devnet workflow.
• Linked the test fixture release tag within the issue and closed it.
