Subject: [PATCH 1/3] Run CI on self-hosted runner mint-local-01

Switch runs-on to [self-hosted, Linux, X64] so jobs execute on the
local self-hosted runner instead of billing-blocked GitHub-hosted
runners.

Subject: [PATCH 2/3] Provision toolchains from system binaries on self-hosted
 runner

Replace setup-php/setup-ruby (which reject Linux Mint) with the
pre-installed system toolchains: shim php+composer to the requested
version via PATH, use system Ruby. No sudo needed at job time.
