Add Envoy Gateway Support to Flagger

Add Envoy Gateway as a reference ingress controller to Flagger. See the Flagger docs for additional details.

Anyone else want to work on this? If not, I would like to assign this and work on this. Since this is a backlog task, I think I can work on this in low level priority, compared with implementing gateway api.

Feel free to work on the issue. However, it's currently in the backlog. We will be reviewing the backlog issues next week during the community meetings to plan for the v0.3.0 release. In my opinion, we have a ton of higher priorities to address for v0.3.0.
