The p4_14_compile.sh script is broken

Hi,

the bf-sde build system has evolved, and the [p4_14_compile.sh](https://github.com/eniac/Mantis/blob/master/util/p4_14_compile.sh) does not work from v9.7.0 and newer. It would be great if it could be fixed.
