Add check for whether specified app is distributed to our DPs

Currently the module does not check for whether the specified app is distributed to the Engineering DP group before attempting to create deployments of it. When it's not distributed, the specified collections are created without any deployments, and this problem is not immediately obvious unless you remember to manually check.

Just some preliminary investigation:

$Application = Get-CMApplication -Name $App
$DistributionStatus = Get-CMDistributionStatus -Id $Application.PackageID
$DistributionStatus

Unfortunately, $Application does not get the PackageID attribute populated with the -Fast switch, which is kind of dumb.

And to save you the trouble, this is the attribute that outputs as something like "MP012345"

Also unfortunately, Get-CMDistributionStatus only accepts either a PackageID or an InputObject. Though, I haven't figured out exactly what InputObject gets what is needed. They only show an example with the PackageID method, so would require some exploration.

Lastly, here is a sample output from Get-CMDistributionStatus when run against PackageID MP00391A
