Could not find C standard library

I got the error: RuntimeError: Could not find C standard library when running the getting started script https://github.com/elliottech/lighter-python?tab=readme-ov-file#getting-started. How to fix it?

I'm using Python 3.11.0, windows 11

In the README.md, it requries Python 3.8+. However, from Python 3.8 onwards, ctypes.util.find_msvcrt() always returns None.
