Wingpanel causes full screen issues

What Happened?

Wingpanel causes full screen issues in video games, full screen video playback, and full screen media display. In video games, the panel shows up and moves the full screen game lower past the screen, or will display on top of the game regardless. In full screen video playback and full screen media display, full screen just breaks and refuse to be full screen after several attempt of successfully going full screen. This can be seen when attempting to watch a video on full screen in a web browser, or looking at a media displayed in full screen such as in Telegram app.

Steps to Reproduce

1. Open Telegram app.
2. Try to open a media attachment in a chat, such as a picture.
3. Full screen display is successful, now close the media display and try again.
4. Try again until the full screen breaks and media refuses to be displayed in full screen.
5. Now open a browser, in my case it's LibreWolf.
6. Watch a video on PeerTube and click toggle full screen.
7. Video may be displayed in full screen, now toggle off the full screen and toggle on again.
8. Keep toggling on/off and at some point the full screen will not work.
9. Open any games in full screen.
10. In first attempt, full screen usually behaves normal although not always the case.
11. Close the game and open the game again until the bug happens in which the top panel displayed.

Expected Behavior

1. Games played in full screen being actually full screen without being interrupted by a panel.
2. Be able to open any media attachment in full screen for applications that display media in full screen such as in Telegram.
3. Be able to constantly toggle on/off full screen in video playback of streaming sites without encountering issues of not able to go full screen.

I have definitely seen attempts to full screen a video in the browser fail. It seems to only happen on the monitor that has the dock and panel. On the the monitor it will work fine. That said, pretty much anything else works fine for me. Plenty of gaming and all that on the monitor with the panel and dock. I do suspect it is all that same bug. @leolost2605 is this potentially a Gala bug instead of a wingpanel issue? I don't mind trying to look into it, but would appreciate a possible direction.

There was elementary/gala#2768 but that is fixed for me and I don't experience any other issues of this kind right now. I don't know if this might be confused here but when things are fullscreen you can still reveal the wingpanel by moving your mouse to the top (which can be disabled though).

Yeah I remember that fixing it because it was consistently broken. Now it is only when I full screen on the primary monitor. Not sure how I can best grab some info to narrow this down.

So it only happens with multiple monitors? Also does it happen if you disable automatically moving fullscreen and maximized windows to a new workspace (in settings -> desktop -> multitasking)?

I just tested and yes, it works fine on single monitor and works in my dual monitor setup if I disable the auto workspace switching
