ResizeTool is not aware of MovementRestrictors

The resizetool does not consider any potentially bound movement restrictors. As a consequence its possible to overlap elements via Resize even if the NoCollisionMovementRetrictor is bound.
Also there is one minor issue during resizing where the element being resized suddenly jumps to a new position:
