format_checker is missing C++ target

Feature Request / Modification Description

Currently C++ files cannot be formatted with unified command bazel test //:format.check which forces adding extra step in CICD.
For local development devcontainer has setup for cpp formatting but it is disabled on save, so developer has to remember to invoke it manually and not every repository (and/or engineer) is using it.

C++ formatting as part of centralized format checker would be a benefit.
