Subject: [PATCH] docs: clarify Python version and update stale shell fallback
 comment

- README.md: state Python 3 with Python 2 compatibility layer instead of
  the outdated 'written in python2' description.
- app_shell/shell.py: replace the stale 'TO REMOVE / TODO FOR MAC' comment
  with an accurate description of _getutf8lang as a fallback.
