Trigger workflows automatically when project does a release

We should have a way to trigger releases automatically on a new Github release.

Ideally we'd use repository_dispatch but it's a bit awkward to use.

Yes maybe we could have a deployment environment strategy similar to release-repo and mark code owners for approval? WDYT?

Yeah, sounds good - we should keep in mind that some teams would still like to just do it without any manual intervention 😄
