Run tests without a django-simple-deploy dev environment

We can use a shallow clone of the django-simple-deploy repo to run tests, without requiring an active development environment.

Tasks

• Sort out implementation that continues to let django-simple-deploy run tests for any plugin that's installed -e, but also let plugins run tests outside a django-simple-deploy env.
